Context

The repository inherited human-era product gates that used external analysis scores and minimum coverage thresholds. Those tools can provide observations, but they cannot be the constitutional authority of a Guanghu-owned code channel. A threshold such as 85% also creates an accepted middle state, while Guanghu's standard is complete or incomplete.

Decision

Register GLS-0844, the Guanghu Native Quality Gate (GHNQG), as the only authoritative quality receipt for Guanghu OS source publication and installation. Every required gate scores exactly 100 or 0. The aggregate is PASS_100 only when all gates are 100; otherwise it is FAIL_0.

The bootstrap executor runs with the current construction toolchain. The terminal owner is GOSK_CODE_CHANNEL_QUALITY_EXECUTOR. External analyzers are optional observers with no blocking or authorization role.

Consequences

  • Missing external accounts, credentials, subscriptions, quotas, or scores cannot obstruct Guanghu source publication.
  • A prior receipt based on “above a minimum threshold” is historical evidence, not a GHNQG acceptance receipt.
  • Coverage must be declared against an auditable execution scope and reach exactly 100%; other source types remain covered by protocol validation, source fingerprints, and sensitive-information checks.
  • The code channel may emit only PASS_100 or FAIL_0.

Supersedes

For Guanghu OS and the Guanghu Code Channel, this decision supersedes the authority granted to external scoring in ADR-0018, ADR-0064, and ADR-0160. Those records remain historical or may still describe legacy Tolaria workflows, but they do not govern Guanghu publication or deployment.
