TCS-Only Authoring and Machine-Layer Demotion Mandate (English projection, not the canon)

Bingshuo's mandate (anchor 000032): author in TCS; let ZCode tools translate into traditional machine code; read only TCS to know why; traditional languages stay machine-layer execution with no other meaning. Layers: TCS = Zhuyuan's sole writing surface; interpreters = a few stable general engines (anchored in the translation index, maintenance-only); compiled layer = a future general TCS compiler (a formal Guanghu engineering project, separately chartered), whose artifacts carry no semantic authority and must hash-trace back to TCS. Rules: write the TCS protocol before executing; no bare per-need scripts; prefer extending protocol data over adding interpreters; read-backs and handoffs read only TCS. Already true today: the LW-LINK three lights are the states/transitions of a TCS protocol interpreted by the gate.
