## 装载规则

1. 先读项目EAI清单。
|
|||
|
|
2. 只加载任务需要的技能。
|
|||
|
|
3. 必需技能必须全文读取。
|
|||
|
|
4. 记录技能编号、版本和URL到握手及最终回执。
|
|||
|
|
5. 找不到技能时标记`unresolved`，不得伪造登记。
|
|||
|
|
6. 新技能通过`WO-EAI-*`提交，由铸渊审核注册。
