补齐 JD-FD-PRIMARY 最终原生常驻所缺的控制面：原生运行时不再自主选择恢复；正常由新加坡保护中继维持原生心跳，只有 root 所有的显式恢复请求文件存在时才返回每次部署独有的 128 位恢复能力。错误能力被忽略并继续原生常驻。

验证：新最终候选 QEMU PASS_100；错误能力不触发恢复；正确能力写读 GHNRP beacon 并回到救援位；旧 16 序列 resident 候选回归 PASS_100；Python、shell 与 diff 校验通过。物理服务器门仍为 0，合并后再做一次物理常驻与显式恢复闭环。
