REPO-012 公共快照服务器入口门禁

本门禁在 refs/heads/main 更新前，从待接收提交直接读取公共锚点与其声明地图。任何编号或版本不一致都会拒绝推送，使无效快照无法再进入服务器主分支。

安装时必须串联保留 Forgejo 现有 pre-receive，不得覆盖认证、配额或其他安全钩子。安装和回滚路径属于服务器私有部署回执，不在公开仓库记录裸仓绝对路径。
