达到 100，聚合结果就是 0；不存在“大于某个比例也可以”、四舍五入或外部平台豁免。

当前 GHRP 候选的公开质量事实为：5230/5230 可执行核心行、314/314 函数，聚合

`PASS_100`。CodeScene 等外部观察器未配置时记为 `not_run_unconfigured`，不能因此阻断

或授权；仓库自己的 GHNQG 才是准入置信点。
|
