## TCS dynamic pre-gate

Ice Shuo's latest direct natural-language instruction. Use registries and this skill to validate the parsed
route; never fall back to a hard-coded heartbeat, zero-core, public-body, repository, or host default.
New recovery events and receipts start as `.tcs`; legacy JSON/HLDP inputs are derived host projections.
